Nigeria is scrambling to launch the Police Specialised Services Automation Project (POSSAP) - yet another biometric data collection initiative. But wait a minute. Why add to the already bloated collection of biometric systems? Over 100 million Nigerians are already enrolled in various biometric databases. There's a glaring problem here, and we need to talk about it.

What's Going On With Biometric Data in Nigeria?

Nigeria's biometric landscape is a mess. You've got the National Identification Number (NIN), Bank Verification Number (BVN), and various passport and voter registration systems all trying to do the same job. Each requires citizens to submit biometric data—fingerprints, facial recognition, you name it. Talk about redundancy!

The NIN was supposed to be our shining beacon of a central identifier, having enrolled over 100 million people since its inception in 2007. Yet, here we are, with no real integration with other systems. The BVN came along in 2014 to link financial transactions. But here's the kicker: it’s not accessible to non-banking agencies like the Nigeria Police Force (NPF). This lack of interoperability means Nigerians get to enjoy long queues, travel costs, and privacy risks on repeat. And don’t even get started on public sentiment. People are fed up with this mess!

What Happens When Data Collection is Redundant?

This redundancy creates chaos, to say the least. Citizens are often dragged into submitting their biometrics multiple times for different services. Say you apply for a Police Character Certificate. Guess what? You might have to give your biometrics all over again, despite already giving this data for the NIN or BVN.

And let's talk privacy. The Foundation for Investigative Journalism (FIJ) has reported black-market sales of NIN and BVN data. By collecting fresh biometrics, POSSAP risks adding to this pile of sensitive information. More data means more vulnerability!

The Case for a Unified Biometric Database

Imagine if we had a unified biometric database. Service delivery would be smoother, and costs would be lower. No more multiple submissions; no more endless waiting. This would save time and money, making essential services like healthcare, education, and jobs more accessible.

A centralized system could also enhance security. Think about it: existing databases could be integrated, offering better data protection and improved compliance with privacy regulations. This could finally restore some public trust in government initiatives.

Models to Consider

Look at countries like Estonia. They've rolled out unified biometric systems that streamline services while enhancing security. Their digital ID system is even issued at birth and lets citizens track who accessed their data and why. Imagine the trust that might build!

Nigeria could take a leaf out of their book. A similar approach could create a more efficient biometric system tailored to our citizens' needs.

How to Make it Happen

To get a unified biometric database going, we need to focus on interoperability among existing systems. This means leveraging the NIN and BVN databases to cut out duplication and build trust. Transparency is key. Citizens must know how their data is used and protected.

Also, public-private partnerships could help broaden adoption and improve infrastructure, especially in rural areas where access to biometric services is limited. By teaming up with fintech for startups and digital banking for business, Nigeria can create an inclusive and efficient biometric ecosystem.
